yes, there is an elastic all around and 2 centimetre straps attached

Does this also fit over the entire pack, if a tent and sleeping bag, and mat are also attached to the outside? Does it cover everything?

I brought the 80l one which was very big and covered all with extra space. Would measure your rucksack with everything on it to be sure and get size bigger. Was very impressed with the fit and straps.

What size would I need for a very full 65L backpack?

I have just had this issue, you need the XXL version.
