Will these fit a 3/4 year old?

We got these for our 3 year old. Some fit her larger fingers, others are still to big, but she'll be able to grow into them (and she doesn't seem to mind). They are somewhat adjustable, but mostly for making them larger, not smaller. Our daughter loves them.

Would this fits 16 year old?

I wouldn't think so. I bought them for a little girl of 4 years old. They are not made that well and one ring fell apart the first day.

Can these be expanded to where its open completely to put around the neck of a toy?

If you're referring to a Barbie type toy, yes. But bear in mind, these are very cheaply made. The decorations actually fall off the ring itself very easily. These aren't the greatest rings to purchase.

will these turn your fingers green?

They are not cheap and have not turned the skin green yet. Surprisingly!!!!!
