Could these be used over dress shoes without the zipper scratching the leather?

I no longer have these as they were very cheaply made and quickly split and developed holes. I threw them away. I bought Tingly brand and they would be great for any type of shoe

My boots that i need these for have a small heel, like half an inch. Would these be ok for that?

From my experience probably not. These over shoes were probably designed with gym shoes/sneakers in mind, they tend to have a softer sole. Should you step on something like a sharp pebble or salt crystal the shoe and rubber will absorb the impact, reducing the chance of a tear. Anything with a hard sole such as a boot, or in my case dress shoes will probably end up tearing the rubber once you step on something sharp, or hard. This was something that didn't occur to me until after I purchased and tore them.😅 I hope this helps.
