Q: Can you lock-out transmission frequencies using "chirp"? i saw a comment in a review that said you could not.

YES. I have been able to lock out tranmitting on certain channels, with the chirp program. You just have to know how to use the program.

It is a UV-9R plus and its power is 8w. the 15w power is impossible.

No. This battery has different power connection, and battery locking point. It is totally different from the BL-5L.

That's the range. You can program for the whole band, within those frequencies. The same goes for the UHF side. In the US, you're gonna want a Tech class license or better to TX.
