Does this reduce dissolved solids?

The ONLY way to truly reduce dissolved solids is a 5 stage (4 filters plus a membrane) RO (Reverse Osmosis) system. Approx $200 plus install (easy to DIY with basic plumbing knowledge) approx $50 a year in filters. Membrane (Approx $30) must be changed every 3-5 years. Been on well water and maintained my own systems for 20 years.

Can I use this as whole house well water filter?

Yes, I use mine as a whole house filter, it only filters sediment.

Will these replace ispring fp15b sediment filters?

According to ispring the fp15b should be based on it is the same size as the SimPure (10 x 4.5). I am not sure about the center hole but the exterior dimension match. With Amazon you can always return. Good luck!
