This unit has a manually operated igniter much like your propane grill. So.. no, a thermostat would not work

Would this heat a two stall garage?

Yes as long as it's closed in. I heat a 20' x 12' x 8' tall shed with no insulation and it only takes about 5 minutes and you have to turn it off

Is this safe in an enclosed area?

You need a well ventilated area or you will burn off all of your oxygen
