Are these links BPA free?

Call the company hotline with the stamped/imprinted code. Mine is BE***4. Because it ends with a "4", it was manufactured in 2014 and therefore BPA and phthalate free. (Yay)

Are they hard plastic or more like rubber?

WHy does the package say wipe with a damp cloth? This worries me a bit. Why can't I just wash it with soap and water like normal?

I can tell u... it's because toys with seems can actually get water inside which means mold can grow inside the toy. I saw a special where they cut open toys including bath toys 2 find all this nasty mold. So... I learned 2 look 4 this care instruction... Personally, if I can't wash it...it's not going in my baby's mouth!
