Q: How many of these would I need to wrap a 3”diameter x 7’ tall basement pole?

I'm not sure but I believe the product description is accurate. It reads "Each SnakeWrap is 25” long and wall thickness is 5/8”...The center hole is 1”. If you were to wrap a 1” bar it would cover 25” in distance." So, like 2 feet per pack. Since you are wrapping a 3 inch pole, you might need 4 orders, with some left over. I used this product to wrap wrought iron steps on my son's bunk bed - a totally different use. But I can attest to the thickness and ease of install.

Q: Can it be used to wrap [metal] post [1.5" diameter] supporting dock? Used outside & touching fresh water - will it fade/destroyed by strong sunlight?

I wouldn't use these for that. I put them on my son's ladder for his bunkbed and they tore apart the same day. Can't handle weight. I had to wrap duck tape around them after they tore apart.

Q: Can it get wet? Would like to keep it outside at all times. Is it closed cell?

I would describe the foam as a hybrid closed/open cell. It has a glossy finish on the outer part of the foam that might prevent water from penetrating. But in between the spirals are open cells that might be susceptible to water absorption.
