Q: can i use it without top coat?

Honestly, I only used this once and had to send it back because of an allergic reaction. I would assume you could use it without a topcoat. Maybe need a little extra curing? I think leaving out the topcoat is what creates the "mat" effect but you would have to try it to see.

Q: What is the wand that’s included ?

If you look at the picture, the 3rd color has a diagonal stripe going through it. It's magnetic. You hold the wand with the magnet on it over the nail before you cure it under the lamp to get a stripe design.
