Q: Will this fit the hero4 black/silver ?

Fits the hero black 3+. Also the battery backpack extended back door, And the black 3+ backdoors all fit onto the blackout case.

Q: Does this case also come with the cutout backdoor to access the LCD screen for the Hero 4 Silver?

It come only with the partially open back. It should not work with the lcd on the Hero4

Q: why not just spray paint a clear housing black or just cover the lights with black electric tape?

Because spray pain is tacky, it will chip off eventually, I will rub off on your hands, clothes, etc. Unless you took a long time and clear coated it with the right clear and sanded it just right it wouldn't be the same. On the other hand if the gopro just sits and isn't actually active, then that might be a cheaper alternative.

Q: does it come with a sdcard

Remember now, I purchased this product from GoPro, it comes with housing and two back doors and LCD screen stickers. NO SD card!
