Q: Can this be built without the slide and swings section? If so would it be able to be indoors?

Indeed, the slide and swing sections can be omitted.

Q: Does this need to be secured to the ground?

Panther Peak comes with anchors to stake it to the ground.

Q: Can the set be partially built in a garage and then moved to the location it will be installed?

Moving it once partially assembled could put stress on the connection points and potentially loosen some of the hardware, so ideally, it would be best to build it in the location where it will be used.
