Q: How do i change out of military time?

Don't bother, just learn to tell time by the 24 hour clock. We are about the only country in the world which doesn't use it. Just like the metric system. They both make much more sense. Imagine not having to use AM and PM to know what time it really is. Once you use it you will see how much sense it makes.

Q: Zone a will not turn off unless I turn zone b on how can I fix?

Mine did same thing. Set up a cycle for 1 min zone a, 1 min zone 2, then it'll shut off. Then you can reprogram to whatever you want

No. Both zones won't be open at the same time. Plus, it makes sense since if both zones were open you would get half as much water in each zone.

Yes, there is probably debris in the valve...you could try to back flush the unit.
