Q: Does this come with seeds?

No. I buy the supermarket potted herbs and keep them in the container. They last no longer or shorter a time than usual but they look nicer!

Q: how do you know when to change the felt to a new one?

I’m not sure of the specific answer for that question. But this may be helpful. I initially took the plants out of the pots and put them directly into the planter. The plants died like that. Instead I keep the plants in the small pots I bought them in and put that directly into the planter over the felt. The plants absorb water that way and the soil doesn’t degrade and dirty the felt. The herbs have survived. Doing it this way you can probably inspect the felt to see if it’s still absorbent. Hope that helps.

of course you can plant the seeds,just don`t forget watering the ground.I always growing the dills myself
