Q: Does anyone know the minimum voltage I will be running 24 of these up to 8 at a time.

If you wire them in parallel you should be OK I would also put a capacitor in to keep same flow of current

Yes, they work on 12v, but take nowhere the max current of your power supply. They are complete with ballast resistor

Q: How many of these can work off a single battery

Depends on the size of the battery? I ran 24 of these on a 9v battery running on a pressure pad switch on/off, on a cosplay build I done for a friend worked very well. Iv not had any issues on other projects either. These will run on most batteries iv found with no issues.
