Q: When you say cabinet measuring 25" front to back are you referring to the outside of the cabinet vs inside the drawer?

Depends on your individual Hon cabinet. Hon made both letter and legal size cabinets that accept these same hang rails in each. It all depends on your model and how your back brackets and front insert points are. Either 12-18" wide (for letter) or 15-1/8" (for legal). * Low Drawer Hon Model 532, 534, 502 and 504 are letter size. * Low Drawer Hon Model 532C and 534C are legal size. Hope this helps.
