Q: If I tell Alexa to turn it on, will it be smart enough to know it has zero water in it?

I don't know the answer definitively, but I think I read in the docs/manual that there's a sensor that prevents it from starting when there's not enough water, so try looking in the manual for the definitive answer. I love this kettle though, I can turn it on from anywhere in my house!!

Q: Does the kettle remember its setting when removed from the base?

I never use a temp other than the default (212-boiling) and whenever it boils it stops. In the App itself there is a setting for "Default Temp" and it looks like you can set that to maintain a steady temp, but I haven't used that feature yet.

Q: Does it work with a free app if don’t have Alexa?

It works with the free APP even don't have Alexa.
