Q: will this work as a tennis bag?

Yes great place to stores house and clothing, racket will not fit completely but handle can stick out

Q: Is this bag small enough to be used as an airline carry-on?

Yes. This is actually my second one. I have one for 5 years which served me great on dozens of trips. The unique thing about this carry on bag is that when the overhead is full you can fit the bag under the seat in front. Yet, it has great capacity.

Q: How many size 4 soccer balls could this fit?

No clue what a size 4 soccer ball is, but probably 2-3.

Q: Is this bag sturdy enough to withstand the abuse of checking it on international flights? Also - could the main compartment be locked?

I just used it this past week as a carry-on, but due to the bins filling up they gate checked it on both my way there and home. Two stops on both legs and it did just fine, no damage. It is a soft bag, so things could be damaged, but clothes should be fine. The main compartment zips closed so you could put a lock on the zipper, but I haven't locked luggage in years, so I didn't pay that much attention.
