how does water hook up to it?

There is a hose that is attached to the fan and the other end you attach it to the water hose. Where it connects, there is a switch that turns the water on or off when needed.

Has anyone had the issue where the fan runs for 20 mins and turns off? I have to get up and hit the reset button. It's annoying.

Ours CONSTANTLY turns off when the outside temp gets above 85F....which is of course when we want to use it, and half of the year in AZ. Even hitting the reset doesn't work. Extremely disappointing. If it wouldn't do this, I would 100% recommend this fan.

Dumb question but why cant this be used indoors?

I use indoors without the water hook-up of coarse. It works great inside!

can it run without ocillating

Yes, there is a pull tab on the top of the motor for oscillating or not. Great fan but the mister is way to strong for under our gazebo, everything gets soaked.
