do the sleeves have a seal?

No seal on the sleeves. Still a great product for any collector.

Will these work with records that do not have a paper sleeve? Or should i just buy paper sleeves instead?

These are outer sleeves that protect the record jacket. Inner sleeves are available in paper and polylined paper by BCW
