Does this cover up the old dingy looking cap (that is pop up with lever) or do you have to take apart the old one to use this separately?

This cap is for the inside of the sink.

We have a sink that is exactly 22mm. Would this be too tight of a fit?

In my experience, the plastic section is quite flexible, so I wouldn't expect it to be problem.
