Will this fit on a 12" diameter brass bucket with fixed brass handle that lays on one side?

This seat fits the Yeti bucket as well as any 5 gallon bucket on the planet. A standard 5 gallon bucket has an outside diameter of 12” and a lip of about ¼”. If your brass bucket is like a standard 5 gallon bucket lip then I would say yes.

What makes this worth over $50 when a complete hassock toilet is well under that?

I bought it because I feel more comfortable sitting in a Yeti bucket (they are a bit more durable) than a standard 5 gallon bucket. This one is a durable, thicker physic than most others I've seen. Just depends on what you want and your level of trust in other camping toilets on the market. It was worth it to me.
