Crap
This cable if pure crap. It is not wired correctly for a serial connection on the DB-9 end. Even if the Mini-DIN end was correct for something, the serial port side isn't wired to the TX or RX pins.Don't waste your money.

Only has 4 wires in it - not full serial cable
When this cable wasn't working for my needs, I suspect the pinout was wrong and cut it open. Doing that I found there is only 4 data pins/wires plus the ground/shell. If you're trying to use a full serial connection, this is missing 4 wires and the wires probably are not laid on on the pins you need.

Didn't work
I bought it to be used in the connection from my PC to my PTZ-RS232 camera and it didn't work. I realized that the cameras come with one included and I took one from another camera and that one worked. So definitely, this one is bad. Returned

Non-standard rs-232 pin-outs
Some of the necessary pins for basic comms aren't connected to the db-9 connector. Don't waste your time with this cable, likely proprietary new old stock originally used for gear no longer manufactured.

Worst Serial Cable Ever
RS232 receives and transmits data on pins 2 and 3 of the DB9. This 5-conductor cable had neither of these connected. I threw it away.
