Yes but it won't fit in a 13 amp plug. You need 1.5mm heat resistant flex.

Can this cable be used to connect a 32A oven to a cooker point?

Yes. This is exactly what I bought it for. Prompt delivery from the supplier, too.

Can I use it to connect a 36w fluorescent ceiling lamp?

Yes you can, but it's unnecessary to use 4mm core. I would recommend 3 core 1mm (or even less) for a 36w lamp. It's probably useful to know that on a normal UK power supply a 36w lamp draws less than 0.2 amps.
