You must unscrew the lid to add water. The exit port connects the bottle to the cannula tubing the patient wears.

What is the psi for the pressure relief valve?

I'm assuming you are referring to a typical home O2 concentrator or bubbler type humidifier... I don't have an exact answer for you, but the pressure is quite low, for most systems it's less than 1psig. Enough to inflate a balloon, but not enough to refill any type of useful container (O2 tank), nor enough to harm a person if used properly.
