Would this be a good quality photo scanner, including older photos?

Generally, you're going to want a flatbed scanner for photos. If you only have a few heirloom photos to scan, I would personally take them to a place that specializes in photo scanning, and not bother with owning my own flatbed scanner. It's kind of like photo printing; you don't need to own your own dedicated photo-quality printer when the Staples up the street would do a better job for less price.

This one is $70 cheaper than the AD-1700 which seems the only difference is the screen on the front. Can anyone tell me a benefit of spending extra?

The ADS-1700W supports proper wifi, including configuring an SSID with key to connect to, etc. The ADS-1250W claims wifi support, but only really supports Wi-Fi Direct. If you don't know what that is - think "direct wifi connection with the scanner exposing a network that can't be configured, preventing you from using the internet at the same time". The wifi support is night and day - treat it as an afterthought on this model and, if you still want the cheaper one, ditch the Wi-Fi Direct and get the ADS-1200 instead.

Does the software enable scanning business cards into a contacts app?

The ADS-1250W Scanner does not have any OCR Card Scanning Software in the box.

Can I plug this into an ipad using a cable instead of wireless?

I was able to plug in with my lap top and use it.
