So on "low" the relay triggers when the signal voltage falls below 12v? and "hi" when the signal rises above 12v? can you tune the trigger voltage?thx

If you set it to "High" then the relay trips when there is + 12V on INT1 or INT 2. (+12 as in the positive side of the power source) If you set to low, it will trip when their is -12v (technically 0 volts) on INT 1 or INT2 (-12 as in the negative side of the power source)

These are locking in the triggered position (Red light on), even with no trigger voltage. Any ideas, did I get bad ones?

When you say no trigger voltage, do you mean that no wires connected? If so then you may have gotten a bad set. Otherwise, check the jumper pins next to the trigger input. See if it set to low.

What is the minimum to maximum voltage for both the low and high?

Minimum voltage that will trigger high: 2.5V Maximum voltage that will trigger low: (Vsupply- 2.5V) Measured this with Vsupply values of 12.2V and 13.6V. Used UNI-T UT61E multimeter for voltage measurements.

are these latching relays?

No. They have normally open and normally closed contact points and will flip to the normally closed position when the trigger stops.
