Can you take this on a plane? Will it go through TSA checkpoint?

No. Place it in your luggage or have the agents remove it from your carry on items. It will not pass the body scan either.

Does the bit holder lock out so it won't fold up on your fingers?

It does not lock open where as you would need to press a button to fold it back up again but it is much more heavy-duty than you might think. It does not flip open and closed super easily, there is some resistance. I really like this tool.
