Please describe how these things lock. ?

They have a ratchet type lock internally that is released by a small tab on the outside. Secure enough for what they are meant to do. You don't want to scale a mountain with them but they will hold a decent amount of weight ie: grow light.

Can I use just one cord to hang an outdoor plant, and do these work as a pulley?

They do work as a pulley. Holding a plant? It would depend on the weight.

Each one can hold 75 pounds, so, all four used together would hold 300 pounds. They are made to suspend things. I suppose you could tie things down. That calculation is way beyond my skills.... square inches of canopy, wind speed,wind angle.
