Why is the price being gouged when this wave is still in stores?

This piece is one per case. I myself have personally seen cases opened and no Doom figures inside. Some people also did not buy these from normal stores but toy shops online in bundle packs like Entertainment Earth

Is the belt removable or at least loose enough to be cut free? Would prefer the figure to just have the shorts without the "4" belt. Thanks!

Hi, thanks for your interest, in the mighty THING! It looks to me as though the belt is made of rubber, and it can probably be slipped off or cut. I can't see if it's attached in the back, but I kind of doubt it, so I think you can probably remove it if you want to. The THING is one of my favorite Marvel characters. Can the Cape and the Hood come off?

It does not look like the cape and hood are designed to come off on their own. You may be able to customize the figure after purchase, but out of the box it does not seem to be the case. If you google "thefigureinquestion" and go to the blog there (and then search "dr. doom" - on any of the search results you want to click on one of the Doctor Doom tags so that you can find review number #2838 for this specific figure) you can find really good reviews/details on many different action figures, and the author makes a point to set each figure next to a regulation tennis ball to give an idea on actual size.
