Sorry to sound dumb or for asking a silly question but what does it mean by no operating system? Isn't this for xbox 360 kinect?

It means just the game is being sold. Not, the operating system which is the whole unit that you put the disc in to play the game. Its for xbox 360 kinect and is game only being sold, not the operating system!

Will it work in PAL region?
