This product does help to minimize darkness with regular use, results do vary by user.

Q: Is this product used under an additional eyelid primer for eyeshadow/under eye concealer application?

I put it on then a moisturizer over that. Dont know if that's right but that's what I do.

Hi there, Amazon will sometimes ship a second item from another distribution center if they are down to the last one. Check your tracking on Amazon and if that's not the case, contact them for either a refund or re-order the product.
