Q: will it fit in airplane carry on space?

Not really. If you pack it to the max then the top bulks up and it won’t fit. I was forced to check this back on multiple flights. A small hard case would be a better option if you want to carry on.

Q: How many liters does thus bag hold?

Hi Taylor. Well, I'm not going to try to fill it with water to answer the question. What I can tell you is this is the third High Sierra case I own. I have a larger and smaller. I really like this size, it fits everything I need to bring for a multi week trip. The only thing it's missing is the ability to become a back pack. Their larger one does have a zipper on the back that revels back pack straps. If this is important to you, check out their larger rolling bag.

Q: Could this bag be used for an emergency evacuation bag?

I returned the bag but it would be too large for most e.ergency evacuations such as from an aircraft or boat.

Q: I see that this is carry-on size, but will it fit under seat in economy if not overstuffed? Want easy access & can't reach overhead bin!

The bag I purchased is not a carry-on. It would definitely NOT fit in the overhead bin or under the seat, it's for the cargo hold.
