yes it can , I use it all the time to draw the outlines on top of the acrylic backfrounds

can it be used to cover numbers on a paint by numbers pic?

No--I just tried it over some printed text. It makes the text lighter but still shows through. It doesn't cover like correction tape.

Does it write on glass?

Just tried it on my window. No they do not write on glass.

What does this color look like colored on white paper?

I really think it would be hard to see being white on white.
