Can i use this for my 12 year old daughter?

I don't see why not. I've been using it since I was that age. It works great for me and I tend to have dry skin.

Does this come with safety seal, mine did not n label is sliding off?

I've been a user of Ponds Face Cream for over 40 years. The product comes either with a safety seal or sealed in a protective plastic. The label is printed on the jar so there's no label that could peal off. If you purchased from Amazon send it back and ask for a refund or replacement.

Does this go on matte like the ponds clarent?

I am not familiar with Ponds Clarent. This dry skin cream makes your face appear softly moist on application, absorbs readily. NOT greasy like cold cream.
