Is it dual voltage? How heavy is it without any packaging? Is the plug good for North America and Europe?

It is dual voltage; 110/220Vac. There is a small switch at the bottom of the heating element. The power cord plug is compatible with North America outlets, so you will need adaptors for world wide use. I estimate total weight is about 2.5 pounds.The heating pot is substantial, can probably hold two servings, and is pretty stable. This item shipped from Japan and took about 3.5 weeks to arrive. I'm happy with it.

With the free shipping, how long does it take to get to North America once the order is placed?

anywhere to buy replacement or additional fork/spoon for this unit?

I do not know, BUT I did find a "3-pack" of a very similar plastic utensil -- fork (on one end) and a spoon (on the other) -- for a very inexpensive price at an outdoor camping store in the USA. These fit in the pan so they store well with the set.

how long does it take to cook rice?

It depends on the type of rice, but it will take about one hour for Japanese rice: Keep rice into water before cook 20mins, Cook 20mins, Steam after cook 15mins.
