This dolly arrives without the wheels and center bolts on. All you have to do is put wheels on and bolt the center. You can place the small rubber pads on if you are going to be handling any slippery panels. It does not really prevent you from ruining the panel corners but it does take the weight off substantially for heavy items so it overall does help moving panels a lot. Not outdoor rated so don't leave it outside.
