The Colostrum comes from condensed whey and the finished product comprises ~97% bovine colostral whey (fat and casein proteins removed).

Q: How many ml per puppy weight in ounces ?

1 ml to kittens and 2 ml to puppies

Q: Why is this double the amount here than the manufacturer website?

Because you can't get it from the manufacturer in one or two days.

Q: For newborn kittens with what do I feed it to them with can I mix it in formula? The dropper was not ideal

I don't have kittens, only puppies, but I use a premature baby nipple on a baby bottle. You can purchase tiny bottles specifically for kittens. If you aren't giving them formula too, just squirt some on your finger and put it in their mouth.
