In my opinion even the XL will not stretch over a size 11 snow boot

Q: What size for women's 8.5 hiking shoe and women's 8.5 hiking boot?

It depends a lot on the type boot you use. My wife is tall and has a woman's size 10 1/2 foot, which according to their chart, is a Large. But we ended up using the XL because of the heavy muck boot and winter boot outside dimensions. IMO, use the size chart only if you are using them with lightweight hiking boots of shoes. Otherwise go up one size.
