Q: Does the film have 3m backing?

Not sure, but it is pretty thick and sticks very well. You get a nice roll.

Q: Can this be put on the floor ?

I applied it to my dash and console and it worked great. I'd never put it on a floor unless the floor is smooth and you never plan on walking on it.

Q: Can this be applied to a cars exterior.

I suppose it could be applied to a car's exterior. I would caution that the overall pattern is small enough that a wide or long application would duplicate the wood grain pattern too often. In my opinion, it is best suited for smaller areas (no bigger than a side mirror, gas cover, door handle, wheel rim, or minimal grill area. Doors, hoods, trunks, and tops would not be optically esthetic due to the duplication of the pattern.
