Is this supposed to raise Ph as well? My Ph just went up after doing a water change with this.

It depends, if you're using RO water and just add this directly, RO water has gH of 0 and kH 0 and adding this would ONLY raise gH. And having 0 as KH can cause Ph swings. That is probably why your pH went up. Most people use buffer substrate to keep the pH stable at 6.5
