Mine didn’t come with a chin strap. Is that an add on?

It comes with a chin strap. Let Amazon know yours came without one and you need the chin strap to move the jaw of the trex mask.

Will this fit a 4 year old?

it depends. Though if the default setting is too loose, it is adjustable. My 4-year-old cousin bought the Velociraptor (Blue) mask and it fits her well on the tightest setting, so it depends on the head size and adjustment of the strap.
