If you are using a standard-sized wall outlet, then you will only be able to use 1 Aqara Smart Plug. If you use the top outlet, it will leave the bottom outlet free for other devices but there is not enough room for 2. However, if you are using a power strip, you should be able to use 2 Aqara Smart Plugs.

Can this perform automation based on power usage? For instance, trigger automation if power consumption goes above 400 watts?

Yes but NOT through the native app/integration. If you instead DIY and use this plug in your own Zigbee network in something like Home Assistant or Hubitat for example then yes you can because you just get a sensor that you can use in whatever you want.

Yes, you can set up an automation in the Aqara Home app that can do that.

Can I use it on 20 amp outlet?

Yes, it should plug into a 20 amp outlet just fine but the limit for an appliance or load plugged into the Agara plug is 15 amps. An Agara Hub is also required. Maximum load is15 amps per spec.
