Q: Will the sleeve on the extra large fit a 15" bicep?

I would think so but I have never flexed my bicep or measured it....and I no longer have that top to find out as it was part of a Halloween costume.

Q: I’m 5’5 and wear 135 and a 32b. i’m normally a 4 in us dresses/pants. which size should i get? i don’t want it very loose but fitted.

I suggest a small. I'm also 5'5", size 4 and the small fits me perfectly.
