Is the padding thick? I am looking to replace my current cover because its thin and when I iron, the diamond pattern of the board itself irons into my clothes.

When I replaced my cover, I left the foam from the old cover (which was very thin) on the ironing board and slipped this cover over. What I have now is plenty thick enough.

Is it machine washable?

Not sure. I cant find the tag and i tossed the packaging. If it helps, its made of the grey material that seems reflective. Regardless, i think its a great buy.

how thick is the padding ?

So thin it seems useless as padding. At first I wasn't sure it was padded as I unfolded it as it was so thin. The outside is a very poor quality, thin material and the padding is equally poor quality.

My board is 15"x48". Will this fit?

yes,I have a old ironing board and it fit perfectly.
