Q: Does this come with the chainsaw

At this price, no. You are going to need a big saw to run it that will cost you 500+ used. Use at least an 440 or equivalent. 660 is better (those are Stihl models). Good luck and watch every video in safety you can find before using it

Q: How do you configure for use with a 16" bar? I see no possible way to get the two clamps close enough to each other to clamp a bar <18".

I have never seen an extension piece. Purchasing 1 inch square tubing and a connector would probably work.
