Does this fit like the pull over one they sell?

To me it feels like a thick warm material . I have not bought the pullover but it is a nice jacket . A bit on the smaller size but substantial material and great color

I haven't washed it yet - bought it for vacation. I believe it will hold up really well - because it's a very substantial sweatshirt jacket - with a firm body - not flimsy at all. A good buy!

My granddaughter wears a 4-6 what size hoodie should I get Xsm or sm?

I’m 5’2 and 110. I could wear both sizes. The small was a little too oversized for my taste. If she traditionally likes her clothes tighter…I’d choose the XS. If she normally likes her clothing baggy, id choose the small. It’s an oversized fit, so neither choice will be tight fitting.
