No this is more a padded cushion that attaches to a wheelchair to keep the person from sliding out and have a place for their arms to rest

Yes I believe it would. I used this with my grandmother. She had dementia and Parkinson's. This kept her from falling out of her wheelchair when she wanted to pick at the floor or reach for things she imagined.

Could the person in the chair insert and remove this by themselves easily?

They probably could if they were coordinated. I used it for my mother who could not use her left side. She could not remove it and it worked great for her.

are these west virginia approved as a non restraint in nursing homes?

Not sure about WV, we live in MIssissippi. It is strapped on with velcro which the patient could undo. I believe it came with a paper stating it was not a restraint.
