is this just one brace

Yes these braces are not sold as a pair.

Can I wash this in a washing machine and dryer without it deteriorating?

I don't put mine in the dryer but I wash it with all my workout stuff and it's held up just fine

Is this brace universal fits either side?

Yes, it can fit either knee. This manufacturer does make a knee brace that is specific to one knee or the other. This is not the one.
