My dog's neck is also 10" and we have the 12" collar and it works very well. It looks nice too.

Q: What is the measurement if you use the hole closest to the buckle?

not sure. The second or third holes loosely fit a regular adult cat.

Q: My dog's neck is about 13 inches, is it possible to use this collar?!

Nope, I would order a collar at least 15/16 inches. You want a couple of extra inches to buckle it and an inch to grow. We got these for our two kittens. Have fun!
