It would sag, but consider putting one across at right angles first, then the others on top and cable tie together. May still get some sag but cable tying together makes a world of difference on rigidity.

would this be strong enough for over a pond as a safety cover and to deter herons?

Yes - but why cover a beautiful pond in ironmongery. I’ve tried everything to deter herons and the one thing that works - 100% - is a motion activated sprinkler. Buy them on Amazon about £30. Works a treat.
